- DRAFT Hawaii SILC Policies and Procedures Manual for Statewide Independent Living Council Policy and Procedures Committee Meeting
A comprehensive draft operations manual (Version 1.0, dates TBD on Council approval) establishing the Hawaii SILC's policies and procedures under Title VII of the Rehabilitation Act and WIOA. Section 1 covers general policies (accessibility including a fragrance-free policy, communications, dispute resolution, financial, member compensation at the federal per diem rate, expense reimbursement, and human resources/DSE staffing). Section 2 covers membership, training, conflict of interest (six-month contracting prohibition), and committees; Section 3 details the SPIL public-input and development process; Section 4 is a nine-point Code of Ethics. Appendices cover incompatible activities, federal lobbying restrictions, and a member acknowledgment form.
