Draft minutes of the December 4, 2025 hybrid meeting (facilitated by Vice Chair Philip Ana). CIL reports detailed AILH's island support groups (including a new Micronesian/Chuukese group and a planned Lanai group) and Access to Independence's six programs; the November minutes and amended agenda were approved unanimously. The DD Council presented six 2026 legislative initiatives (Smart 911, an AFN coordinator at HI-EMA, adult changing tables, Medicaid Buy-In, FASD screening, community care foster home inclusion), and FEMA's Peter Edmondson reported the Maui wildfire Direct Housing Program ends February 10, 2026 pending a one-year extension request. Financials showed an October ending balance of $195,424; SILC filed a 990-EZ reporting $181,713 in grant income and is exploring legislation to move its establishment into state statute.
